ADeczynski
Phasmids are heavily controlled in the United States and you need a permit to keep them legally. You won't find them on any websites in the United States because of these regulations, and you would need even more permits to import them, even from Canada. So you know, importing any live insects requires permits which may be difficult to get as a private keeper who is not using them for research or other purposes. However if you attend Herp shows you can occasionally find phasmids for sale there even though it is technically not legal. Or since you live in Southern California you can try and catch your own: http://bugguide.net/node/view/267361

wodesorel
I believe there are still a few species that can be legally owned in the US, but perhaps not in every state. Indian Walking Sticks and Northern Walking Sticks seem to still be legal without a permit, but that might have changed in the past year or so.
